Library Visitors’ Policy

The library welcomes all visitors. Visitors are asked to be courteous and considerate of all people using the library. Visitors should abide by appropriate behavioral standards in order “to prevent interruptions of or interference with normal missions, processes and functions” (TBR Policy 3:02:02:00). Visitors should comply with standards of acceptable behavior as given in the “Students’ Responsibilities (Code of Conduct)” section of the Chattanooga State Technical Community College Student Handbook.
The library’s mission includes providing “information service to community members as resources permit” (CSTCC Library Purpose Statement). Anyone needing those services is welcome. However, the library staff’s first duty is to provide service to Chattanooga State students.
The library staff cannot assume responsibility for the safety and welfare of any children brought into the library. The library staff requests that a parent or supervisor remain with children in the library. Electrical wiring, heavy books on high shelves, and heavy rolling book carts all pose potential hazards to children. The safety of all library visitors, especially children, is of utmost concern. This is consistent with Chattanooga State Technical Community College Student Handbook "Visitor and Guest Speaker Policy":
The College is concerned about the safety and well being of children and therefore prohibits them from accompanying adults into classrooms, offices or other workspaces as a babysitting function. Further the College does not assume responsibility for unsupervised children.  In the event an unsupervised child is discovered in a Chattanooga State facility, immediate contact will be made with the person responsible for the child's presence.
Library personnel may contact the Vice President of Student Affairs or the Chattanooga State Security Department any time they have concerns about any visitors using the library.

Guidelines for Library Staff:
Dealing with Children's Behavior in the Library

If a library staff member sees a child whose behavior causes concern, the staff member may do the following:
  • Tell the child your name and that you work in the library.
  • Ask the child where his/her parent is.
  • If the parent is available, introduce yourself to the parent and courteously explain the behavior or action that is not appropriate in the library. Usually the parent will ask the child to stop the behavior.
  • If the parent is not available, courteously explain to the child that the behavior or action that is not appropriate in the library and ask the child where the parent is.
  • Explain to the child that you would like to talk to his/her parent when the parent returns.
  • If the child does not stop the behavior and the behavior is not dangerous, attempt to contact the parent:
    • If the parent is a student, call the following in the order listed:
    • Rachel Hargett ext. 4423 - V.P. for Student Affairs Office (S-210)
    • Johnnie Putman ext. 2618 - Student Activities Office (S-260)
    • Carol Thomas ext. 4421 - Career Planning & Counseling Office (S-241)
    • Joyce Kibler ext. 2470 - Financial Aid Office (S-137)
    • Security ext. 4467 - Explain that you tried to contact the above staff
  • If the parent is a faculty/staff member, ask the child where the parent is and call the parent if possible or call Security at 4467.
  • If the parent is not affiliated with Chattanooga State, call Security at 4467.
  • If the child does not stop the behavior and it is dangerous, call Security at 4467.
  • Send a memo to your supervisor and the Dean of Library Services describing any incident involving children or visitors.
